四個分開的問題

Four separate questions

官方資格與分數、路徑可行性、生活契合度、準備程度分開計算。資料可信度不直接加分，只限制結果可被表述的強度。

Official eligibility and scores, route feasibility, lifestyle fit, and readiness are calculated separately. Data confidence adds no points; it limits how strongly a result may be stated.

三值規則

Three-valued rules

每個條件只有「符合、未符合、待確認」。任何未知硬性條件都會使可行性最高限制為 59，不能被當作已符合。

Every condition is met, not met, or unknown. Any unknown hard gate caps feasibility at 59 and can never be treated as satisfied.

國家排序

Country ranking

best route feasibility × 50% + lifestyle fit × 35% + readiness × 15%

使用者指定的兩國只控制焦點，不會改動官方資格。驚喜國家必須來自未選國家，且沒有已知硬性失敗、可信度至少 55；否則只標示為值得補資料。

The two selected countries control focus only and never change eligibility. A wildcard must be unselected, have no known hard failure, and reach confidence 55; otherwise it is only flagged as worth completing.

Versions and sources

每條規則綁定政府或主管機關來源、生效日、截止日與查核日。變更由人工查核，必須通過雙引擎 fixtures、法律審查與離線簽章後才可發布。

Every rule is tied to a government or authority source, effective date, expiry, and verification date. Human-reviewed changes must pass both engines, legal review, and offline signing before publication.
